数据要素赋能山东未来产业高质量发展的机制与路径研究

本文以山东省未来产业发展为研究对象，基于数据要素作为新型生产要素的理论内涵，结合《山东省“十四五”数字强省建设规划》及2024年《关于加快推进数据要素市场化配置改革的实施意见》等政策文件，系统分析数据要素赋能未来产业的作用机制与实践路径。研究发现，数据要素通过非竞争性、可复制性等特性，在微观企业决策、中观产业链协同、宏观经济增长三个层面形成驱动效应。论文结合烟台、威海、济南等省内典型案例，以及上海、深圳、贵阳等省外案例，提出构建数据驱动创新、数据共享协同、数据价值变现三大机制，并从技术创新、产业协同、市场培育、生态建设四个维度探索适配山东未来产业发展的路径。研究为推动山东未来产业高质量发展提供理论支撑与实践参考。
