新一轮审核评估视阈下公安本科实践教学产出导向改革与体系重构

新一轮普通高等学校本科教育教学审核评估(2021-2025年)以“产出导向”(OBE)为核心理念,对本科人才培养质量保障体系提出了新要求。公安专业本科教育作为培养国家法治与安全专门人才的特殊领域,其“实战化”需求与新评估体系的“标准化”要求之间存在显见张力。当前公安实践教学普遍面临“练不精”与“战不实”的双重困境,其根源在于“校局隔阂”与“练战分离”。本文论证,新一轮审核评估的OBE理念恰是破解此困境的理论钥匙,它为“实战化”这一终极“产出”目标提供了评估话语体系与改革逻辑。研究提出,公安院校应以OBE理念统摄和重构“教学研练战”一体化人才培养范式,并围绕此范式,构建“标准-师资-数字”三位一体的实践教学质量保障体系。该体系通过“全流程标准”构建质保闭环,通过“警务助教”等制度创新建设“双师型”师资,通过“AI+VR”等数字技术赋能高风险实训,最终实现超越“迎评”的内涵式发展,为公安工作现代化提供坚实的人才支撑。
