北京地区专精特新企业科技人才发展问题研究

本研究聚焦北京地区专精特新企业科技人才发展问题,通过定性访谈与定量问卷相结合的方法,对近400名科技工作者进行调研。研究发现,该群体以中青年高学历者为主,但高层次人才占比偏低,且人才流失率较高,主动与被动离职率分别达14.53\%和24.58\%。压力源主要集中在工作强度大、户籍限制、子女教育及住房成本高等方面。职业发展面临晋升通道狭窄、培训体系与需求错配等问题,同时政策知晓率低、支持精准性不足进一步制约人才稳定性。基于“政策—企业—人才”三维联动视角,本文提出包括弹性积分落户、财税激励、双通道晋升机制及技能培训升级等对策,以增强人才留存与创新效能,助力企业高质量发展。
